Abstract:	The transformations that occurred throughout the historical process of building public policies aimed at children and adolescents in Brazil comprise a set of legislation, practices, work methodologies and intervention, as well as institutions designed for the purpose of comprehensive protection of the population. The constitution of the Guardianship Council (CT) as a representative body for the defense and guarantee of the rights of children and adolescents by the Statute of Children and Adolescents since then has proposed challenges for understanding and improving the interventions applied by the institution. The work of stopping violence and restoring the condition of subject of rights of that population mobilizes the counselor tutelar in its psychic dynamics, given the intersubjective nature of the social work performed in the institution. Understanding the nuances of psychic mobilization that goes through the practices of the CT professional is necessary. To trace the articulation between the formations and the psychic processes imbricated in the activities of the tutelary counselors, we start from a psychoanalytical perspective that will connect the subject and his social work; and thus, the psychic and the social. The relational field is a foundational aspect for the structuring of psychic life of the subjects in the psychoanalytic perspective. The methodological course is given by the analysis of professional practices as a space for building knowledge about the subjects involved and about their own professional practice, indissociably. The analysis of professional practices is directed towards the construction of the meanings related to professional performance, and to the recovery of the professional's desire to reflect on their practice. The Balint Groups' device was the tool used in the field of analysis of practices experienced in this research. About 8 to 10 counselors from the Federal District participated in our study and belonged to the same Administrative Region. There were 8 meetings of the Group, with weekly frequency. They were recorded in audio, and later transcribed. The information constructed was later analyzed with an interpretative approach, typical of Psychoanalysis. The reality researched presented us an equation between the neglect suffered by the child and the adolescents and the condition of the counselors. The psychic representation that sustains the counselors in their task is that of a corrective family, which leads them to a will-doing directed to the correction and management of the families served, reproducing the logic of tutelarization. Also, the overlap between family and work in the Guardianship Council, according to which the orientations for the action materialize, were perceived. It is considered that the group device favored the attendance of shared psychic dynamics among professionals and in their practice. Such a psychic mobilization indicates the strength of the family device as a set of orderings and powers that perpetuate the silencing of children and adolescents, as dictated by the minorist logics. The preparation of the professional of the Guardianship Council needs to consider the intra-interpsychic dynamics present in the reality of the work.
