Abstract:	This thesis evaluates the existence of political and electoral cycles on the execution of the Bolsa Família Program (PBF) under the municipal perspective. Assuming that local governments have a significant role in the distribution of PBF resources – whether by ensuring and monitoring of conditionalities or the registration of the families in the Cadastro Único –, a welfare theoretical model has been elaborated, in which the incumbent mayor, considering the problem of representative resident, establishes the municipality's supply of Bolsa Família, which is then estimated as a panel data fixed effects model. The results point to the existence of mayors’ strategic behavior during electoral years, increasing up to 87% the supply of Bolsa Família, by depending on the used model. These findings are remained in the analysis on the regional level, but with different levels between geographic regions. North is the region where the electoral cycles are most intense, followed by the Central West, and South, which is the region that shows the smallest electoral component. In this last one, contrarily to the others, presidential elections influence more the supply of Bolsa Familia than the municipal elections. Although Southeast Region had been in the third position and Northeast in the fourth one, these results should be analyzed with caution, because statistical issues may have overestimated the electoral cycles in the first one e underestimated in the second one. Finally, at both the national and regional levels, it is not detected any significant influence on the supply of Bolsa Família from mayor's party alignment with the state governor and President of the Republic.
