Abstract:	Transportation sector has been establishing its own differential dynamic, integrated within each region of a country, with a direct contribution to their economic performances and habitants' quality of life. It is also crucial to each region development and progress. Furthermore, efficiency and effectiveness of Governmental Plans and Programs for investments in the transportation sector, including private funding, have affected directly on competitiveness of other sectors. This dissertation has aimed to analyse both budget and spent investment amounts in cargo railways transportation, published by Ministry of Transport at Multi Annual Plan 2008 to 2011, and 2012 to 2015. In addition, concluded projects have been assessed based on kilometre of completed rail tracks. In order to achieve the goals of this research, it has been used the objective efficiency evaluation method, followed by a complementary and more informative way, in which has been applied interviews and questionnaires to managers and technicians of the transport area that work with planning and implementation of the transport policy. The results attained by analysing all data, in comparison with the goals set by the Government, have indicated that the expected achievements have not been reached in either period of time evaluated in this research. On the other hand, when evaluating the financial implementation of the Multi Annual Plan 2012 to 2015 regarding its initial budget, it has revealed that although a high amount of funds have been supplied to projects of cargo railways, only few of those projects have been successfully completed, demonstrating the inefficiency and ineffectiveness of the planning. The analysis presented in this research has been relevant to highlight the factors that contribute to the failure of the Government on achieving the targets indicated at the Multi Annual Plan, rating its importance and correlation in terms of implementation of the transport policy. In conclusion, the results attained have attested the fact that the inefficiency of Government planning with solid reflexes in the transportation sector. Moreover, the budget amounts published at the Multi Annual Plans have shown no correlation with the spent amounts degrading them to society and discrediting projects and programmes to managers, technicians and executives.
