| Abstract: | The research is a study of the Brazilian Political Reform process. The corpus of analysis is the tapproval of two new electoral laws (Leis nº No. 11.300 / 2006 and 12.034 / 2009), called by the politicians and the media minor reform, as a sub product of the trial to approve an effective an major complete reform of the entire Brazilian electoral system. The methodology involved deals with the comparison of these moments of success and failure as three case studies in which we sought answers to elucidate the reasons for success of specific reforms (minor reforms) over large changes. The basic assumptions that guided the study assume: a) the existence of convergent cycles for alleged broader reforms within the Parliament, which run into disagreements; b) the failure of these efforts cycles makes room for minor reforms; c) the cumulative effect of successive minor reforms can substantiate more comprehensive reforms. The approach took advantage of bibliographic research, combined with data collection from internal meetings extracts benches, interviews with deputies, shorthand notes of the plenary and committees’ sessions. At the end, there was comparative analysis of the scrutinized cases, hefting similarities and differences in an attempt to an explanation of the phenomenon studied in the light of the theory of gradual changes versus abrupt changes, with the theoretical reference recent publication of Mahoney and Thelen ( 2010), which became the thread of analysis in search of identification for possible effects in terms of evolution of changes due to past contexts parameters. The results suggest that the succession of minor reforms configures the strategic standard pattern adopted by the Brazilian Congress to make possible huge political reforms, by gradual aggregation of small changes on the political system. The envisioned contribution of the research consists in the spread of another angle of approach on institutional changes, in terms of literature, beyond belief that the findings may help explain other possible decision-making moments of the Brazilian legislature. |
